Rwanda TVET Board (RTB) is a government institution established in 2020 by the presidential order No N° 123/01 of 15/10/2020. RTB has the following core responsibilities:

1.    To design and distribute curricula, teaching materials, trainer’s guides, methodologies and establish training methods for technical and vocational education and training from level one (1) to five (5);
2.    To promote the use of information and communication technology in technical and vocational education and training from level one (1) to five (5);
3.    To coordinate and fast track technical and vocational education and training programs and activities;
4.    To coordinate programs and activities to ensure trainers development, build their capacities and monitor their management;
5.    To advise the Government on all activities which can fast track technical and vocational education and training development in Rwanda.

Training management department focuses on standards compliance, trainers’ placements, capacity development and retention, school infrastructure development and cross-cutting issues such as workplace learning, career guidance, industry attachments, production and incubation, tracer surveys as well as gender-mainstreaming in TVET. The  department also oversees and ensures proper management of special academies.

Curriculum and instructional materials development department is specifically tasked with the development, regular update and monitoring the implementation of TVET curricula. In line with relevance of the curricula, the department constantly engages with Technical Expertise Groups (TEG) to benchmark the TVET curricula with the ever changing labour market needs. This specific collaboration with Skill Councils, professional bodies and industry in order to develop occupational standards is to be adopted while developing curricula.

The Digital Technologies division of RTB is responsible for transforming the developed curricula and all related instructional materials into digital content and making them easily accessible online to both learners and trainers. The division is also responsible for ensuring that TVET keeps abreast with the latest emerging instructional technologies such as smart classrooms, virtual labs etc.

The Workforce Development Authority's (WDA) role, which is reporting to the Ministry of Education (MINEDUC), is responsible for overseeing TVET policy strategic orientation, accreditation and quality assurance. 

Rwanda Polytechnic (RP) responsible for the implementation of TVET policy including curricula development, certification and Training of the Trainers (TOTs). RP is in charge also of 5 Integrated Polytechnic Regional Centers’ (IPRCs), one in each of the 4 provinces and one in Kigali City. The local government entities (Districts) are now overseeing all TVET schools including vocational schools in their respective districts.
