Management and steering of the technical and vocational training system come under the scope of the Ministry of Employment and the Ministry of Education (in collaboration with the Ministries of the sectors concerned), since technical training comes under Education and vocational training comes under Employment.
The legislative and regulatory framework the country has put in place will gradually lead to a restructuring of the TVET sub-sector. Adopted and promulgated in 2013, Article 47 of the Framework Act covering technical and vocational training in the Comoros states that “the State shall organise certification”. The Ministry-in-charge of technical and vocational training shall award qualifications attesting to skills confirmed by professional and technical exams and competitive examinations.
