Djibouti

Djibouti is bordered by Somaliland in the south, Ethiopia in the southwest, Eritrea in the north, and the Red Sea and the Gulf of Aden in the east. Across the Gulf of Aden is Yemen.

Djibouti committed itself to modernising its education system through the adoption of outline Act No. 96/AN/00/4 of 10 August 2000. That legislation laid the legal and judicial foundations for the current reform of the Djibouti education system. The modernization process has been followed up at the institutional and legislative levels by the reform of secondary education and the establishment in the Arta region of technical secondary schools specialising in the hospitality trade, together with a body of technical and vocational education inspectors. Meanwhile, several other government departments have incorporated initial and/or ongoing vocational training into their activities, with courses delivered at training colleges reporting to the ministries of, among others, health, post and telecommunications, energy and natural resources, agriculture and hydroelectric power, livestock farming and defence. 

All those training activities reflect a deep desire on the part of the Government to boost human capital development. Unfortunately, the lack of any proper coordination among the multitude of actors involved has lessened the chances of achieving the targeted objectives. 

Learners successfully completing TVET programmes are usually rewarded with a diploma. The Ministry of Education issues diplomas to learners who have passed an examination organized by the Examinations Directorate. The arrangements for that examination and the list of specialist subjects are determined by ministerial decree.     

The TVET system is being reformed. Now that the curricula have been reformed, attention has turned to the question of assessments. To tailor them to the demand in the labour market, the new forms of assessment aim to place emphasis on the technical and vocational competencies of learners.
