Quality assurance framework (Ethiopia, Rwanda, Kenya, Uganda and Djibouti)
Quality assurance frameworks form an important basis for quality TVET, as well as the subsequent development of National Qualification Frameworks (NQFs) and Regional Qualification Frameworks (RQFs) where appropriate. Countries that do not have fully developed National Qualification Frameworks (NQFs) will benefit from comparing current quality assurance guidelines, with a specific focus on institutional accreditation, capacity building and programme/curriculum reviews. Ethiopia, Rwanda, Kenya, Uganda and Djibouti will lead this process, and liaise closely with the set of countries working on referencing.
As the region moves towards greater socio-economic integration, mutual recognition of qualifications/certificates, including TVET qualifications, and their quality assurance was seen as becoming ever more important.
In order to respond to the first recommendation of TVET Mahe Process asking for the development of quality assurance mechanisms and to launch the Process, UNESCO conducted a regional review of quality assurance of qualification systems in the 13 Eastern African countries. The aim of the review was to map developments in the countries and produce guidelines for better quality assurance of TVET qualifications.
A network of experts on quality assurance of qualifications in the sub-region was established for future technical cooperation and peer learning. The network was also involved in the production of national reports. The aim of these country reports was to seek to map national developments and remaining challenges and develop an outline of a regional framework for quality assurance of TVET qualifications that will be discussed with the concerned countries and serve for the development of regional guidelines adapted to regional context and aligned with international trends.
